Head of the Department of City Economy and Life Support of the Population Ruslan Vildanov submitted to the City Council deputies decisions on amending a number of regulatory acts aimed at bringing local documents into compliance with federal legislation.

“These decisions are aimed at increasing the efficiency of municipal administration, reducing the administrative burden on business, and creating comfortable conditions for the city's residents,” noted Ruslan Vildanov.

Regarding municipal control – housing, land, transport, and improvement – new digital tools have been established: consulting entrepreneurs through the "Inspector" mobile application, notification of preventive visits 24 hours in advance, and document submission through the Gosuslugi portal. An object of control is now considered assigned to a risk category only after information has been entered into the unified register.

In the sphere of passenger transportation, the right to operate at unregulated tariffs is confirmed by an entry in the route register and route maps, rather than a certificate. The powers of the Executive Committee have also been clarified.

In addition, Ruslan Vildanov proposed scheduling public hearings on the draft amendments to the Improvement Rules for June 3, 2026.

Mayor Nail Magdeev explained that this concerns changes that need to be made to the city's improvement rules; however, a specific procedure has been established for this: all planned changes must first be reviewed at public hearings, then at a meeting of the relevant committee, and only after that is the issue submitted to a session of the City Council. In this regard, within the framework of the current regulations, the session must first set the date for public hearings as the first stage of amending the improvement rules.

Following the vote, the decision was adopted unanimously: the date of the public hearings – June 3 – was approved. The hearings will take place at 2:00 PM in the Executive Committee building (23 Khasan Tufan Avenue, room 400).
