The 2025-2026 heating season in Naberezhnye Chelny officially concluded on May 4, 2026. All heating supply systems operated without failures, despite more severe weather conditions. The Head of the Department of Municipal Economy and Life Support for the Population, Ruslan Vildanov, reported on the results of the completed heating season and plans for preparing for the next one.
"The city's energy and utility complex completed the heating season in normal mode. This was made possible thanks to large-scale preparation of the housing stock and social facilities," noted the Head, Ruslan Vildanov.
The season lasted 227 days, starting from September 19, 2025. The average winter temperature was –3 °C (compared to –0.5 °C a year earlier), with a minimum of –30 °C in January 2026. By the start of the season, 1,565 apartment buildings and 310 social facilities were prepared. During this period, 79 damage incidents to heating networks were resolved, with all work completed without interruptions to the heat supply.
"Residents' complaints about the lack of heating were processed promptly. Within 10 days of the season's start, the systems were brought to a stable mode," added Ruslan Vildanov.
In 2025, over 20.5 km of heating networks were overhauled for 1.247 billion rubles. For 2026, the replacement of another 16.5 km of networks is planned for 1.3 billion rubles. At the CHP plant, work on the technical re-equipment of boiler units and modernization of turbines was completed, with total investments amounting to 942 million rubles. The major repair of networks is being carried out as part of the federal project "Modernization of Utility Infrastructure" of the national project "Infrastructure for Life".
Under the major repair program in 2025, 118 apartment buildings were updated across 189 types of work. Repairs for 96 buildings are planned for 2026.
Chelnygaz replaced five heating boilers, 10 units of gas distribution equipment, and 51 ball valves. For 2026–2027, the technical re-equipment of 17 gas distribution points, the replacement of 63 valves, the painting of 40 km of gas pipelines, and the diagnostics of 92 km of networks are planned.
From May to August 2026, hydraulic tests of heating networks will be carried out in six stages. In parallel, an audit of heat sources, electrical and gas distribution stations, and water intake facilities is underway.
"All repair work to ensure a stable heat launch is proceeding according to plan and will be completed on time," emphasized Ruslan Vildanov. By September 15, 2026, all city networks will be fully ready for heat supply.
Nail Magdeev reported that the number of emergency situations during the heating season had increased and appealed to JSC Tatenergo and operating organizations to take measures, recalling that the Chairman of the Board of Directors of the company is the Prime Minister of Tatarstan. He emphasized that the reliability of heating networks is declining: instead of the necessary 4% of annual repairs, only 2-2.5% is being performed, and he expressed hope that the republic's leadership would pay attention to this. The Mayor also noted that heating tariffs in Naberezhnye Chelny are the lowest in the republic:
"We will consider the issues of preparation for the winter heating season in detail, for each management company and each resource-supplying organization, taking into account all requests and complaints received during the past season. In addition to planned work, there is unplanned work that was identified during the 2025-2026 heating season, both in the housing stock and by network operators. I draw the attention of the district heads: bring up all citizen requests regarding heating, water supply, and hot water supply. These unplanned problems require complete monitoring."
"Based on the analysis, every case must be addressed. Such work should be included in the current and major repair programs of the housing stock, using funds that we, together with residents, allocate for these purposes annually. We are already effectively planning for the next period, so our task is to start preparing for the 2026-2027 season now."
