The Russian Pension Fund Administration reports that starting from March 2, the temporary procedure for extending monthly payments from maternity capital, introduced almost a year ago due to the spread of coronavirus and the restrictions that followed, will cease to operate. All payments to families that expired from April last year to the present day were automatically extended by the Pension Fund of Russia without a statement from the parents and without confirmation of the family's income.
Applications can be submitted through a personal account on the foundation's portal or the portal of public services. The application of the certificate holder or his representative is also accepted in all customer services of the FIU and multifunctional centers providing such a service.
Recall that a monthly payment from the maternity capital is provided to the family until the second child turns three years old. Each payment period is calculated for one year. As the second child reaches the age of one or two, the certificate holder needs to contact the Pension Fund to confirm the family's right to payment. In addition to the application, you will need information about the income of parents and children, which should not exceed two minimum subsistence levels per month per person.
However, most families will no longer have to confirm their income, as the Pension Fund has been collecting this information on its own since this year. The information is taken from the fund's own data, the Unified Social Security Information System (EGISSO) and interdepartmental cooperation systems, which also receive data from the Federal Tax Service.
You will need to submit income only if one of the parents is a military man, a rescue worker, a policeman or an employee of another law enforcement agency, as well as if someone in the family receives scholarships, grants and other payments from a scientific or educational institution.
"You can apply for a payment from the maternity capital at any time within three years from the birth of your second child. If you apply to the Pension Fund in the first six months, the funds will be provided from the date of birth or adoption and the family will receive them for all the past months. If you apply later than six months, payment, according to the law, begins from the date of application," said Eduard Vafin, head of the Tatarstan Pension Fund.
In 2020, the total amount of monthly payments to families from maternity capital increased by two and a half times compared to a year earlier and amounted to almost 169 million rubles.
