A meeting of the permanent commission of the City Council on regulations, law and order and public safety issues was held in Naberezhnye Chelny with the participation of representatives of law enforcement agencies and The Executive Committee of the city.
The meeting participants discussed the issue: "On the status and measures to prevent and counter extremism and terrorism in the city of Naberezhnye Chelny, including the implementation of the municipal program "Prevention of terrorism and extremism, as well as minimizing and eliminating the consequences of terrorism and extremism in the territory of the municipal entity Naberezhnye Chelny for 2020 - 2022."
Head of the Department The Ministry of Internal Affairs of Russia in the city of Naberezhnye Chelny Nadir Zakirov said that in 2020, thanks to the joint activities of law enforcement agencies, 16 crimes of the terrorism category were registered. Last year, 97 reports were received by the department and territorial police departments, all of which were fully processed. The bulk of the messages concerned suspicious bags, packages, and boxes left unattended. There were deliberately false reports submitted under the influence of alcohol, as well as reports against legal entities with the aim of extorting funds. In total , 5 criminal cases were initiated last year for submitting false reports.
Deputy Prosecutor of the city Aidar Salimullin noted that in 2020 , the city prosecutor's office identified 138 violations and introduced 137 submissions, 47 persons were brought to disciplinary responsibility. One statement of claim was sent to the Naberezhnye Chelny City Court to suspend the operation of the building due to non-compliance with anti-terrorist security requirements.
Ruslan, Deputy Head of the Investigative Department for the city of Naberezhnye Chelny of the Investigative Committee of the Republic of Tatarstan Kharitonov, in turn, said that last year the department received one report about an extremist crime, which has not yet been decided on a procedural decision. "Work on reporting crimes in this category is based on constant interaction with all law enforcement agencies, where each message is personally monitored by the head from the moment it is received. Consideration is entrusted only to investigators in particularly important cases," he said.
Information on the municipal program "Prevention of terrorism and extremism, as well as minimizing and eliminating the consequences of terrorism and extremism in the territory of the Naberezhnye Chelny municipality for 2020-2022" was announced by the Head of the Public Safety Department of the Executive Committee, Rauf Mingaleev.
According to him, as a result of the program's implementation, By 2022, it is planned to increase the level of anti-terrorist protection of facilities of mass stay of people, educational and preschool organizations of the city, as well as continue the formation of tolerant behavior among citizens, increase the culture of internationalism, harmony, national and religious tolerance.
An indicator of the evaluation of the municipal program is the prevention of attempts to commit terrorist acts on the territory of the city.
The municipal program consists of 36 events, of which 30 events are organizational in nature and 6 events relate to the allocation of financial resources. 42,176. 69 thousand rubles have been allocated from the city budget for 2020-2022 .
Ramil Fayshanov, Assistant to the Mayor for Combating Corruption, recalled that the city's anti-terrorism commission, which includes representatives of local governments and law enforcement agencies, operates in Naberezhnye Chelny.
