Management The Pension Fund informs that the Government of the Russian Federation has approved changes to the procedure for early retirement for those categories of citizens whose profession requires constant professional development.
First of all, these are workers in the field of education and healthcare. Previously, their length of service included only time spent at work, periods of temporary disability, annual and additional paid vacations, and periods of transfer of a pregnant woman to a job that excludes exposure to harmful factors.
"Doctors and teachers must constantly take advanced training courses, without which they simply will not be able to provide services according to ever-increasing standards, and these are weeks and months of experience. Accordingly, if the period was not specified in the resolution, then it could have been included in the early length of service earlier only by a court decision. Now, in accordance with changes in legislation, starting from March 18, 2021, their work experience will include periods of advanced training courses. The main condition is that employees keep their jobs and salaries for this time, and employers deduct contributions for compulsory pension insurance," explained Eduard Vafin, Managing Director of the Pension Fund for the Republic of Tatarstan.
The full list of persons affected by the changes is mentioned in Articles 30 and 31 of Federal Law No. 400 of 28.12.2013 "About insurance pensions." The term of early retirement does not immediately increase by five years, but takes into account the transition period. In 2019 , six months later, in 2020 – for a year and a half, in 2021 – for three years, in 2022 – for four. From 2023 onwards, the postponement period after the development of a special length of service will be five years. At the same time, the age at which these employees work out a special length of service and acquire the right to early retirement is fixed, and this right can be realized (to appoint an "early" pension) in the period from 2019 to 2034 and beyond, taking into account the increase in working age and transitional provisions.
Having worked out the necessary special experience, teachers, doctors and creative workers receive the status of a pre-pensioner, and with it the right to appropriate benefits.
