The State Duma adopted in the first reading amendments to The Federal Law "On Consumer Credit (Loan)" in terms of clarifying the procedure for concluding a contract.
Alfiya, Deputy Chairman of the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship Kogogina commented on the novel: " The amendments we have adopted protect people from entering into contracts on unclear terms imposed by banks. In particular, the bill prohibits the bank from putting all kinds of tick marks indicating the borrower's agreement to the loan terms proposed by the bank , as well as reference provisions, for example, that the borrower can view the cost of additional services at the conclusion of the transaction on the bank's website."
If finally adopted, the bill would prohibit the lender from agreeing to the terms of the loan in a pre-printed form for the borrower without his handwritten signature.
In addition, the draft federal law obliges lenders to specify in the terms of a consumer loan the cost, procedure and timing of refusal of an additional service offered for a fee by the lender and third parties, as well as to inform borrowers about these conditions when concluding a loan transaction.
