Department of Municipal Order of the Executive Committee Naberezhnye Chelny consolidated (centralized)purchases. They are conducted in the interests of several customers at the same time.
According to the head of the Municipal Order Department of the Executive Committee, Marcel Khairutdinov, the centralized procurement management system entails significant cost savings due to the unification of procurement nomenclature and discounts for increased procurement volumes. The number of participants in such purchases reached six to seven potential suppliers.
He noted that in 2020, seven joint auctions were held for
228 customers for the provision of maintenance and repair services for
an automatic fire protection system for 8 million rubles, three joint auctions
for maintenance, cleaning and repair of buildings of institutions for 16 million rubles. 12 joint contests were also held for 302 customers for the provision of catering services for children for 942 million rubles. "Purchases for one to five thousand rubles
are unattractive for suppliers. As a rule, only one
supplier was claimed for them at the initial price. The competitive procedure was carried out, but there were no savings
," commented the head of the department.
In addition, 139 joint purchases were made on the exchange site for the maintenance of commercial and technological equipment, automatic fire alarms, deratization and disinfection of premises, provision of laboratory and instrumental research services, supply of river sand to kindergartens, subscription to printed publications, provision of services for reloading fire extinguishers. According to the results of joint purchases on the stock exchange with an initial contract price of 23 million rubles, savings amounted to 15 million rubles (64%), savings from joint auctions for maintenance and repair of APS with an initial contract price of 8 million rubles amounted to 6.5 million rubles (82%).
Mayor of Nail city Magdeev, in turn, stressed that "consolidated purchases of one or more types of services and goods are very important." He noted that it is much easier to make one large application and apply for a common lot, rather than making purchases for each school or kindergarten individually. "Thanks to this, we were able to save 22 million rubles for all centralized purchases, " the mayor stated.
