Alfiya Kogogina, Deputy Chairman of the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship, member of the UNITED RUSSIA faction, commented: "A legislative initiative with a "human face" has been adopted, responding to the request of many people living in my single-mandate district. Citizens will be able to register their rights to garages and the land under them, as well as freely dispose of them. According to the UNITED RUSSIA party, thanks to this bill, more than 3.5 million people in our country will be able to register and get the right to use their land with a garage by January 1, 2026."
The draft law proposes a mechanism that will make it possible to provide citizens with land plots in state or municipal ownership, on which their garages are located.
At the same time, a special, simplified procedure for the provision of land plots will be in effect for garages built before the City Planning Code came into force (i.e. before December 30, 2004). According to the draft, until January 1, 2026, a citizen using such a garage, which is an object of capital construction, has the right to provide ownership of the land on which the garage is located for free, if:
- the land plot for the garage was provided to the citizen by an organization or authority;
- the garage and (or) the land plot on which it is located are distributed to the citizen on the basis of the decision of the general meeting of members of the garage cooperative.
